Ch. 1.
Ruling principles of the proposed Constitution here proposed.
§. 1. Ends aimed at

Art. a. All comprehen Of this Constitution the All-embracing end of this Constitution,
is the maximization(a) of national felicity, in so far as it
depends on government.

Expositive

Exposition. The greatest happiness of all the individuals [Maximization] i.e. the rendering as great as possible
namely by producing the the producing of the greatest quantity of happiness possible
to all the individuals of whom the political community is composed, in so far as
between the greatest happiness of one and that of another no incompatibility
has has place: to the extent of such competition incompatibility, the greatest
happiness of the greatest number.

Art. 2. In the above may be seen the Only right and proper(b) primary, all-comprehensive
containing
and direct all-embracing end of government. the above
the
a secondary and collateral end but at the equally all embracing
end of government minimizing may be said to be, the minimization(c) of the expence of government, necessitated
in all its shapes as below. by it: the expence in all its shapes or branches for which see below.

Art. 3. This only right and proper end of all government, is and will be the actual end
of Government. Everywhere in so far as the Government is good, the above right
and proper are the actual ends of the government.

Art. 3. Specific, and jointly all-comprehensive all-embracing
ends of the immediate government, Subsistence, Abundance, Security
and Equality – each maximized.

Exposition. In relation to that generic end, those
specific ends are may be considered as means: namely as the attainment any number of individual
articles of any sort is a means of as with relation to the aggregate of all.

Exposition. To the head matter of Subsistence belongs every
thing the non-possession of which would be attended productive of positive
suffering: – that, and nothing more. In so far as distinct
from and not comprehended in the corresponding branch of
security, it must be understood as confined limited in the field
of time to a single instant: – any instant taken at
pleasure.

To extent alone – i.e. to the number of the individuals in question
can maximization in which the idea of variability is included, here have place.
