Corruption – Official corruption analysed.
Corruption is – official corruption – is an inseparable ingredient concomitant
in the texture of all government: it is a disease from which no
body politic ever was, or ever can be altogether free. This will
be made appear presently as we advance. To exclude is impossible
physically impossible. But what is not impossible, is – the reducing
the sinister effects of it to so small a mass quantum as to be nearly unpalpably insensible. In
the official establishment of the United States, the number of that community being more, corruption
– official corruption – can not but have place: but of its
effects so small is the quantity, that in on condition of its
not being at a higher pitch than those a lover of mankind might
will be content to accept at the hands of a superior power
that same Constitution for every future period of that community
and for every other political community upon earth, although a
part of the bargain were, that it should not at any time, there
or anywhere else be at any lower pitch. At the same time
by means of the here proposed arrangements, the quantum of corruption as the
sense here in question might it will be seen, in a considerable
degree, and without any risk of encrease, be reduced.
For the production of this effect, use a correct conception
of the nature of official corruption is altogether indispensable.
