Another conception, naturally and which seems commonly enough to be
entertained is – that to the produce the sinister effect of corruption
an act of corruption is indispensable: in so much that on the individual occasion in question without
act some on each individual occasion an act of some sort performed by somebody no such effect state of things
as can with propriety be said to have place. But that of any
notorious act for the production of the sinister effect to any amount no act,
no external act on the part of any person is necessary will also
be sufficiently visible. Where distinct from the corruptee th no corruption
has place, this for no act of corruption is there any place.
Self corruption > may as above have place, and the fruits
of corruption be reaped by him. But self-corruption may
also have place in the case where from the corruptive corrupt conduct
no fruit in any shape is reaped. In this case are all expectants
of the sweets of government misrule in any shape, in so far
as none of those same fruits have as yet been received by
them.
By expectation without contract may corruption be with its
sinister effects be produced, as well as with and by and with contract. But
in comparison of the number of the acts of corruption produced by expectation alone
without contract, the number of them produced by corruption the with
the help work of contract will be seen to be very small few.
