In this case for the production of all those sinister effects, in every possible
quantity, corruption in that one single breast suffices. In any
other breast, except so far as contributing to the sinister gratification
of that one individual is considered as corruption, corruption will
with reference to those effects be of no use. In respect of the aggregate
of those sinister effects, and the persons respectively instrumental
in the production of them the situation he occupies is that of Corruptor
General. On the part of subordinates in any class corruption
may have place to any amount: self corruption as in the case of its Corruptor
General – mutual corruption as between functionaries and in
one class of or office or situation in the same office and functionary in another, corruption, two sides bilateral with
non-functionaries for corruptors. In all those shapes corruption
may have is capable of having place, and to an amount more or less considerable,
is a sure to have place: but in no one of them is it necessary
to the production or augmentation of the sinister effects resulting from
the faculty of self corruption essentially attached to the situation
occupied by him in which he is placed.

In this case of a single supreme functionary the non-necessity
of anything like approaching to the nature of a contract is still
more manifest than in the other. In the that other between a man
functionary in the one class department and the functionary in the other department
contract, contract express and determinate may essentia
occasionally have place: Why? because for in this case it may happen to either
to have need or to suppose he has need of the other. But in the
case where the whole mass of power is in one hand, the no such
reciprocity of need can have place: of the Monarch indeed everybody has
need: but no need has he of anybody. Here, though contract has no
place, expectation may be universal: and by expectation by hope of eventual
good, by hope, in the shape of laudation, self-humiliation, and profession of devotedness,
exertion may in any degree of intensity be produced.
