Constitut. Code
So far from having for their real object the prevention of cor the evil
in the shape of in question the sort of corruption in question, which that which all those demonstrations have
for their object is the giving confirmation and extent to it. The For their
immediate direct object is to produce they have the producing on the part of the
people both or either of or both two persuasions: one is that the rulers public man in question have sincerity
at heart the diminution and if were it possible the extinction
of the evil: the other is that the reduction of it within bounds extinction of it is in the nature
of the case applying such his class to its evil effects such limitation
as shall prevent from the fruits of it depredation,
oppression and dissipation, not by one from coming to
maturity is not by any means possible. Of In both or either of
those persuasions a source of satisfaction and acquiescence on
the part of the people: the impossibility of putting exclusion
on the evil, they will will ascribe refer to the will of the Almighty: the exertions,
fruitless as they are, of the public men in question, they will
ascribe to the excellence of the individuals, and the excellence of
the Constitution, under and by which they were formed to which they
are indebted for being such as they are. All the while But by ascribing to the persons
in question this desire, they are ascribing to them a desire
which in no the human breast no human breast ever had, or ever
could have had or ever can have place.
Of the peoples thus looking for a remedy to the authors, sure
supporters, are constant influences of, and because import and proportionable
of the disease, what is the consequence? that the
so long as they do so, so long do they forbear to lend an ear to
the surely efficacious and only possible efficacious remedy: the
changing the government from a form in which such corruption
is certain and constant and universal, to a form the only one only form and the only form
in which corruption in a practical sense impossible. the existence of corruption is certain the existence of it impossible.
