So far from having for their real object the prevention of cor the evil
in the shape of in question
the sort of corruption in question, which that which all those demonstrations have
for their object is the giving confirmation and extent to it. The For their
immediate
direct object is to produce they have the producing on the part of the
people both or either of or both two persuasions: one is that the rulers public man in question have sincerity
at heart the diminution and if were it possible the extinction
of the evil: the other is that the reduction of it within bounds extinction of it is in the nature
of the case
applying such his class to its evil effects such limitation
as shall prevent from the fruits of it depredation,
oppression and dissipation, not by one from coming to

those persuasions a source of satisfaction and acquiescence on
the part of the people: the impossibility of putting exclusion
