Being a manufactures Being engaged in the Carrying on a manufacture is having
a son or other near relative of his who is so engaged, an influential
member of the Legislature engages induces the Legislature to pass a prohibitive
or restrictive law having for its object the preventing the rest of the
community from being supplied with the sort of article in question in better
quality or on cheaper terms. Behold here an instance of self-corruption
in the Legislature.

In the Judiciary department, the whole mass of that
spurious sort of law which goes by the name of Unwritten or Common
Law is the product of self-corruption. By means of the

lodging locating legislative power in their own hands. To the field of
this power there are scarce are there any assignable limits: scarcely
is it distinguishable from that of the legislative. By means of
it in the middle of the 17th Century the Parliament of Paris contended with the Regent a Substitute of the Monarch
for the Sovereignty.

If power were all, and power had no tendency to beget
money here would be matter of corruption abundantly sufficient
to produce the sinister effect. But in wherever there is power
money can not fail to follow it. Under the name of fees they impose
taxe on the suitors, denying protection and security against injury in every shape,
to all those who are
not able to pay them, that
is to say the vast majority
of the inhabitants members of the State.
In France, the head judicatory
the Parliament

price f upon their definitive
judgments, that for want of
customers, they were freed
found themselves under the
necessity of giving
it up in particular instances,
by selling a something
less it as much less than
an equivalent as they
could make it, on heaper
terms. In Scotland the
Court of Session, taking
French judicature for their
example have followed in
this particular the same
course.

To this in England have been produced the enormous and
ever encreasing emoluments of the higher Judges: Of the Judges in
England, and thence in Ireland, thence the denial of what is called justice
in both countries, and by this in conjunction with other causes
the ever renewed rebellions in Ireland.

In England, by this usurped legislative power the head of
the Judicial Establishment the Chancellor establishes or keeps on foot
with or without additions of his own those enormous taxes, locates in offices subordinate to his own his
enriched endowed with the produce of taxes from the same force, children relatives from
whom he would otherwise have had to provide at this own expence.

The Judge Chief Justice of the Kings Bench, Creator and Master of h
Penal law, follows the same course.
