Corruption a Corruption -maintaining Establishment

In all In every form of government, accept where the only possible
system is applied, and in tendency one where
it is applied, the whole Official Establishment is a Corruption Establishment. To establish the Constitution is to establish a system
of corruption by law. Be Well and with strict limits may it
be said to be law: for by law it is supposed and maintained
used by law it ever has been or is, nor ever can
be excluded or materially restricted restrained. That it can not be, This will be seen presently.
