Unhappily, as hath been seen, in the Public Opinion Tribunal
contains are everywhere distinguishable too sections the Democratical
and the Aristocratical: the democratical composed of the many
the aristocratical of the few. The interests of the two sections being
to a vast extent opposite, hence it is that, where the community everywhere
if considered as composed of the large vast majority may be considered as harbouring an everywhere a set of enemies
in its bosom: namely all those of whom the aristocratical section
of the all-comprehensive tribunal in question are composed.
In the Aristocratical section, as above observed are divers sub-sections.
To the aristocratical section belongs the it belongs in the first place
the subsection composed of the Official several members of the Official
Establishment: and to those all the other subsections naturally resort
and cling for support: for support against the their common adversary:
But of the whole Official Establishment if not all the members
all those who can see for themselves any prospect of advantage from
the practice of corruption are ex officio corruptionists: and among those
are at any rate all those by whom patronage to any considerable
amount is possessed. If of the great majority of the people it
be the interest that no corruption should not have place to any
amount, in any part of the establishment, of this part of the people
it is the interest that corruption should have place: namely
everywhere in any part of the establishment in which they experience or hope to experience derive in particular an advantage
from it. By this section of the Tribunal, neither will acts of
political corruption nor any of the mischievous acts which political corruption has for its object
and effect to give success and impunity be regarded as constituting
any exception to the general rule presenting of fidelity to engagement be faithful to your engagements:
on the contrary it is to the enforcement of this rule in this
particular instance shall that so far as depends upon the influence
the power of the Public Opinion Tribunal will be applied.
