As in the case of mutually beneficial and innoxious engagements mischief evil
and vice consists consents in the breach of them, so in the case of
those noxious and preponderantly all comprehensively so extensively noxious engagements, can mischief
and vice consist consent in their observance. Of the non-observance
of a class of engagements, the ultimate effect is – that the practice of
entering into such engagements is at an end. This is exactly what
the thing result conducive to human happiness – the result desirable in the
case of all nox preponderantly noxious engagements. If for example notwithstanding
all engagements by no possessor of patronage no favours were
by any possessor of patronage ever obtained at the hands of any
member of the legislative body nor therefore at the hands of a
majority of that same body, no part of his patronage would ever
be made to take that direction, – it would be applied the whole of it would be employed applied
to his own particular purposes good or bad whichever they happened
to be: but any rate it would not be applied to that worst of bad purposes,
causing the executive legislative to add depredation to depredation,
and oppression to oppression, by giving constantly increasing
patronage, and with undisturbed impunity to the executive.
It is therefore nor Of the aggregate body of the subject many – Of all the members of
the community taken in the aggregate, it is therefore no less decidedly
that in regard to all such noxious engagements unfaithfulness
should be entire than it is that in regard to all preponderantly
beneficial ones fait observance and faithfulness should be
entire.
From sense of interest come all notions of honour. There are
says a common observation – as if it could be otherwise – notions of
honour among thieves and robbers. How should it be otherwise? Gangs of
robbers could not have existence without unless engagements between member and member
for the purpose of the common pursuit had existence: and engagements between member and member succeeding engagements
could not have place unless former ones were observed: former engagements
would not have had any such extensive observance as they have
had, if in case of non-observance to the prejudice of this or that number
of the gang, the resentment and in consequence of the resentment, the reproachful
language language indicative of that hostile affection together with correspondent
ill offices or at any substraction of offered offices that is to say if soever had not been manifested by the rest.
