To come back now to moral aptitude, On the ground rests

of this arrangement.
Answer. Against the deficiency in question no
provision is no or can be made by the restrictive arrangement
in question in addition to other than that which has place without
it. Of In the constitution here proposed every possible exertion
is made to keep found to every subject that ever comes upon the carpet on every occasion the attention of
the universal body of the people in its their character of members sharers
of in the constitutive authority and members of the Public
Opinion Tribunal. But in this is included the utmost good this is the utmost that by any
such restrictive arrangement can be endeavoured to be done.
