Expedient for obviating evils from restrictions

So obvious and incontestable is are the absurdity and mischievousness of
such a restriction, two checks and palliatives have
been employed for partly for lessening the mischievousness
of it remedying, lessening or palliating the mischief mischievous effects of it.
1. One is the limiting setting limits the pure sharing which no change
will be attempted: in contradistinction to the perpetually restrictive
system, this may be stiled the postponing dilatory system.
2. The other is – the setting up two sorts of legislatures.
One for ordinary business legislation-workthe other for extraordinary do.
This may be called The double legislature system.
3. A compound By the union of the two a third may be considered
as comprized.
