§. 1. The function functions

Art. 2. (a)[Omnicompetent] Question 1 Why render give to the legislative
pow body power thus unlimited undivided?

Answer. Reasons

1. To enable it the better to fulfil give effect to the will
of the Supreme Constitutive, and advancement to the interests and security and moreover
of the to the greatest possible number or the members
of the State.

Question 1. Power thus unlimited is it not too
dangerous to be trusted to any individual or body of men in the state?

Answer. No. 1. It would be, if of the power with which
thus confided the existence were in the instance of every individual not made dependent on
the will of the greater number of the members of the
State as above, and in case of an abuse exercise of it, the
functionaries in question rendered eventually punishable
as above.
