In every case of every such restriction the tendency is
to produce evil to an unlimited amount amounts.
In every case of every such restriction the tendency is
to produce more evil than good evil to greater amount than good.
In no case is it likely to produce capable of producing in the nature of it to produce
any positive good: under the in relation to the subject
matter in question what it does and is under the notion of
including evil to exclude all evil and good at the
time.
In no case is it likely to exclude any evil that
would not have been excluded without it.
In no case can any reason in gratification of it
can any reason be adduced on any other ground than
that of a supposed comparative deficiency of appropriate inaptitude on the part of the legislature
of the future there in question: inaptitude in the shape
of appropriate moral aptitude, aptitude in the shape
of appropriate intellectual apt information knowledge aptitude in the shape of
appropriate judgment, aptitude in the shape of appropriate
active aptitude.
Suppose no every such restrictive ordinance out of the question Against all evil effects from want of appropriate aptitude, in all
those several shapes together, security is afforded on the
part of all future legislatures, as also if this attempt at restriction be not made from on the part of the
very
whatsoever – the very not excepting the legislative body, by which it is the restriction is endeavoured to be imposed
the community is secured by the power herein given to
the Constitutive body as above.
