2. Next as to intellectual aptitude.
In the article Want of intellectual aptitude in the shape of judgment
a marked deficiency is manifested betrayed by any
such endeavour as that in question on the part of the
legislature. For
1. Unless it be on the score of want of appropriate moral
aptitude that (of which afterwards) that it entertains such
distrust of all legislature its successors which in itself
its confidence is thus entire and unbounded in imputing
either appr comparative to all or any succeeding legislatures
want of appropriate knowledge or say information
it would betray an end a species and degree of absurdity
almost too gross to be supposed possible: for to the sum
of the knowledge information received from every preceding
is added the stock of information received by every succeeding legislature.
Not much less gross is the absurdity, if moral aptitude
still out of the question it can suppose that in respect of
appropriate judgment any succeeding legislature can
fail to be superior in aptitude to every preceding one:
it being considered that on appropriate information contained is the
only stock on and with which appropriate judgment has to operate
upon: unless it be supposed that in this or that succeeding
legislature in comparison of all preceding ones there will be
not only a deficiency in respect the article of attention, but moreover a deficiency
so great as to outweigh be preponderant over every encrease in respect
of the capacity of forming a right judgment. But for any such
supposition no ground can be assigned.
