But in no sense, except unless if and in so far as depredation
and oppression in other shapes are excluded by it, can division
of power be of any use. Why? because whatsoever not whatever portion
separation of the power division may have been made of the distinguishable masses
of power and corresponding interests corruption may and
unite them, and cause them to cooperate in the work of
mutually beneficial depredation and corruption for mutual
benefit may unite them, and to a certainty will, unless
for the prevention of those same evils arrangements of a very
different nature be made. In the situation of lucrative
of belonging to the legislative department men the confederates will make offices with emolument
attached the offices useless or needless, and the emolument needless and excessive, in the situation of functionaries belonging to the
executive department they will confer those same offices
on themselves or on one another or what comes to
the same thing their respective connections. Thus it is that
for joint benefit on joint account depredation is committed: depredation
on the largest – on the national scale: and in the same way
oppression in its various ways shapes is committed: and in particular
in that shape in which it is exercised by the manufacture
of factitious dignity by which while the few are exalted all others
are debarred.
