Bearing upon all, the restrictions might bend no one.
Bearing upon each, the securities – the checks established for security will
bind everyone!

§. Functions, or as per 1st. Power – Checks, Duty

Art. 1. To the [Omnicompetent] [Limits.] By the omnicompentence,
by this negation of all limits thus much amounts to this, is to be understood namely that
nothing that let the legislature do what it will, nothing
that it does is to be regarded as void null and void,
that is to say in other words it belongs not to any Judge so to pronounce
concerning it: for, to give such powers to any Judge
would be to give to the Judge a power superior to
that of the Legislature: to the locatee of the Minister
of Justice who himself is but a locatee of this same legislature,
a superio power superior to that of the Legislature,
the members of which are the Locatees of the su
people in their situations of possessors of the supreme
Constitutive.

Where this If to the authority of the Legislature limits
are regarded as being applied, it will be by in one
or other of the following authorities ways. or considerations

1. By the authority of the Supreme Constitutive.
If on any occasion in the opinion of the Supreme Constituve, any orders ordinance
by
the Legislative by any ordinance ensuring from it has upon the authority
given by this same Constitutive to the Supreme Constitutive,
a natural consequence will be that on this by that, on the
part of by the members of the Supreme Constitutive obedience in their separate capacity no regard will be
paid to it: in which case, as power on the one part
is constituted by and is in exact proportion to obedience
on the other part, there it is that the supposed anti-constitutional
ordinance of the Legislature will remain
without effect. On the disposition on the part of the members
of the Supreme Constitutive are to pay obedience to the ordinance
of the Supreme Legislative,
is the Legislator
dependant on all occasions at all times
for the power which it
exercises: by the supposition,
on the individual
occasion in question this same disposition falls is diminished or altogether vanishes: this being supposed so on that same occasion with the power of the of the legislative.
