1. First then as to the United States. A more extensively precisely
instructive example would have been afforded if the case an instance of
could have been found in which the case of a confederacy against
a confed democracies till then independent had not been added to the
case of a simple democracy. But things must be taken
as they are. See the other more recent Democracies.
In this case the Supreme legislative authority itself is divided
between two branches bodies: the House of Representatives and the
Senate.
But to the Senate is more given a share in the
Supreme Executive authority: and thus a turbid complication is
seen already to have place.
First then let us see how the case would have stood
on the supposition that no such heterogeneous admixture mixture had
had place: or (what comes to the same thing) let us lay
out of consideration that same admixture.

against precipitation from the papers already written.
