In the case where the supreme legislative is in a divided
state, divided by between two or more authorities functionaries, individual
or corporate, either in each of those authorities either
it stands clear unmixt with of all any portion of executive authority
or mixt with some portion of executive authority power in the
same hands.

First let it be supposed free from all such admixture.
