Of a tie of this sort, the efficiency will be in proportion to
the degree of particularity which can be given to the wording of it.
If the wording of it be to a certain degree general and loose
so far from being contributory conducive it is in a high degree adverse
to the end which it professes to have in view. The effect of it
is to cause the unthinking multitude to regard as if bound
by a most efficient tie a functionary on whom neither
the tie in question nor any other tie of the sort ever exercises
any the smallest restraining influence. It has the effect of a
certificate of public probity where the quality itself is ever so compleatly wanting in favour of a so men
from whose breasts all regard to the are utter strangers to every such sentiment.

In England the may in this head afford a useful example
to all other nations. What may be called the system of nugatory oaths
principle is one of the most extensively employed and one of not one of the
least efficient
the most instrument efficient instruments by in which a
government depending in that day upon corruption and delusion for its existence
finds its support. Scarce an office of any importance on his
entrance into which the functionary does not pronounce the
words of an engagement to which for the designation of that in the influence
of religion may be enlisted in the service of corruption, the term

of this instrument delusion and corruption are the actually

of custom, regard as an efficient and generally effectual security
