Use 3. While it thus subservient to the main point, namely appropriate
moral aptitude, the instrument may be found not altogether
useless with reference to appropriate intellectual aptitude.
It serves in some measure as a guide In the
minds of those persons concerned, concerned with whether as speaker
or as hearers it serves in some sort as a guide over
the field of the subject – over the field of government. In this
character, that part of the Code, in which an indication
is given of the subjects which respectively belong to the field of
duty of the several Ministers of belonging to the Administrative Subdep
branch of the Executive department, may serve as a supplement
to it.
Here then under the same name are may be seen two engagements
the effect which being the same in name, are in effect exactly
opposite: to distinguish them two adjuncts seem altogether
necessary. Call then the one of them a general then the nebulous sort of engagement;
the other a specific one. In degree like light and darkness
they approach and in a word like most other
that require to be distinguished they approach so closely to
one another as not to be distinguishable: only indeed by the designation
of their effects can any real correct conception of the difference be
formed. In regard to corruption The general nebulous engagement has for its object the protection
of corruption by support of delusion: the specific engagement
the prevention of it: the specific object her In regard to delusion,
the nebulous engagement has the for its object the production of
delusion, the specific engagement, the exclusion of it.
