Question respecting the unremittance of the attendance required of
all public functionaries of all shapes: legislative, Executive, Sublegislative, Judiciary.
Question. Why render the attendance at the hands of these public functionaries
exact an attendance thus unintermitted?

Answer
1. Because to the amount of irremediable mischief which at any instant that may ensue be the result of non-attendance
there are no applicable limits. For want of it one
of the evils which in the several Governments mixt Monarchies actually have had place
there is no saying how large may have been the proportion produced by this
cause: for be it what it may, nothing but the moral choice
can ever on any occasion in any instance have drawn it out of its
naturally impenetrable darkness. In the situation in question
to an excess of business, or in short to any cause but the
true one may in the instance of each such functionary have
been at all times attributed that check in truth had for its
sole cause no other his indolence or negligence.

2. Say – to exclude unlimited evil. The more compleatly the time of a man thus
placed in the very thickest of moral contagion is thus occupied
occupied in the discharge of his duty, the less is the time
during which he stands exposed to the assaults solicitation operation of corruptive
influence: to visits from persons of all classes, whose interest
and consequently whose endeavour will be to ply him with
temptation in all its shapes, for the purpose of engaging him
in concurring with them in the sacrifice of the public to
their own particular and sinister interest.
