Rationale

IV. Evil the 4th Complication. Of the art and science and business of Legislation
the matter, even when the supposing simplicity of it is maximized,
would still be but more complicated than could be wished: complicated
enough to be productive of evil in no inconsiderable abundance.

Even supposing sinister interest out of the question, the more
complicated the matter the greater the number of those who are
unable to see clearly into it, and even to those who do see into
it will the interest possible desire of clearness the the greater the mass of
time and labour occupied in expended in it.

But the more complicated it is, the more easy will it
be for those who seek apply themselves to a sinister profit to thereby at the expence of
the rest of the community, to succeed in such their endeavour: to wit
by reason of the inability of others whose interests nor their
the inability of seeing out and offering them danger those same mischievous
designs.

Thus much for a general conception of the evils of complication
in many legislatures.

In a word it is by means of complication, that the English
