§. Safe suppletive function

Rationale

Question 2. Why give the Suppletive power to the Deputy
and instead instead of reserving it to his constituents?

Answer 1. Because 1. If the power be given to the constituents the supply
can not be surely adequate, and the mode of making it cannot but be
productive of divers evil effects: whereas, if the power be given
to the Deputy, the supply may be rendered surely adequate and neither
will those evil effects be produced nor any others, and since
no such evil effects will be produced, and a divers by this
produced some good effects positive good
effects will be produced.

2. In this way the supple adequacy of the supply
may be, and by the here proposed arrangements naturally will be made perfectly secure.
The Deputy in case of his non-attendance is made responsible for the attendance of a
Substitute. Thus he may be without difficulty. The seat of
the Legislature being thereby naturally the metropolis of the State
its sittings as per §. 18 Attendance uncontroulled, and the influx is
metropolis the principal seat of business in the State, – the
influx into it from at the on one account or
other from all the Districts assured naturally abundant and constant, and in particular the
influx of men apt who in respect of condition in life for will
be among the most apt for
the situation in question, – and their very arrangement furnishing
an additional inducement for such influx, – the any want
of apt persons, ready to take upon themselves for the sake
of the benefit, to take upon themselves the burthen of this office, seems altogether no in any ways to be
improbable degree be to apprehended.

3. The attendance On the part of the eventual substitute, if located
by the Deputy, the attendance, in case of temporary absentation
non-attendance on the part of the Deputy, is more effectually
secured than if the locatee person of were given to the exercised
he were located by the constituents, in an immediate way, located as above. The substitute being
rendered in the spot, will
on every occasion be within
call of the Deputy: and
the Deputy being bound
for the that attendance on that
same occasion by the one
or the other adequate motives
are thus accompanied by adequate means.

By his personal responsibility he will be rendered nugative
to the purpose of producing attendance on the part of the eventual
substitute who will be living with him on the spot, he will
thereby be possessed of means of urging on each occasion on the part of the substitute
the attendance requisite –
means of which the constituent
will distribute
and by his responsibility,
as above he will be pledged
for the constant employment of
their means.
