Constitut. Code

§. 7. Prescriptions of this Code respecting the Finance Code

Art. 1. Conformably to the principles of the Code no tax
can be imposed for any of the purposes following
1. Augmentation of the collective splendor of the State or of its functionaries collectively
2. Augmentation of the splendor of any one functionary in particular
3. Advancement of purely agreable ornamental or curious of Art
and Science.

Art. 2. Expenditure of money derived from any other source is
the same thing in effect with a tax to that same amount.
For Reason Giving Since with the exception of casual recourse.
