Constitutional Code

Those when thus seated with absolute power in his hands,
man is not only himself in the highest degree unapt, but with or
without intending it the cause or efficient instrument of correspondent inaptitude in
all other men. Towards the gratification of his own desires, all the power
he has or can have will not enable him to do anything
considerable otherwise than with the assistance of other men: of
men, in any number to whose activity active powers he gives this direction.
Fear of pain in the shape of expected punishment, hope of pleasure
in the shape of expected reward those are the springs of action, by
which men men conduct in every situation and on every occasion so far except so far as as to what depends upon the imagination mens conduct action
is produced and directed.

Hence comes four Taking persons and things for the corporeal
instruments, hence come as and for the four distinguishable incorporeal instruments by the
use of which he brings those same persons and things to contribute
to the gratification of those his sinister desires, Physical force Intimidatory
remuneration corruption and delusion.

If Of those, Physical force intimidation and remuneration are alike
necessary under every form of government: corruption and delusion,
are exclusively necessary to every a government in which
as in the presence case the sovereignty is not in the people.

The matter of corruption is neither more nor less than nothing more than the matter
of reward or remuneration considered in so far as it is employed or operates
in such sort as to dispose a man to promote some his own or some other particular
interest at the expence and by the sacrifice of a correspondent
portion of the universal interest.

Delusion is not so easily understood quite so simple in its nature. Though in
some way or other to produce effects on human conduct it must can not but ultimately
operate on the will, it is through the medium of the
imagination or the judgment, or on the judgment through the medium
of the imagination that it operates.
