Of delusion thus applied, the effect is to cause men's
nature to appear the exact reverse of what it is. In reality moral the degree in question of
aptitude other things equal, aptitude in all its branches but more particularly the moral is in the inverse ratio of the attitude of the individual
in the conjunct scale of felicity prosperityas constituted by composed of the aggregate
of the abovementioned elements of felicity engrossed by the Monarch
as above: by the effect of delusion, it is made to appear to
be in the direct ratio of that same attitude. In reality the
ratio is inverse, because the greater the quantity of felicity,
or at least of the external instruments of it a man is possessed
of without the need of those painful and self denying
without which appropriate aptitude can not in any one of its
four shapes be obtained, the less quantity of exertion this diected
does a man bestow expend.

Accordingly the situation of absolute Monarch is the situation
in which the name of the several features of inaptitude correspondent
and opposite to the several branches of appropriate
aptitude with relation to the functions of government have in the eyes
of all men been at all times displayed: the maxim of moral
depravity coupled with must in various proportion as delivered
by idiosyncrasy, coupled with the maxim of ignorance wrong
headedness and sloth.

Thence in antient Rome and in modern Spain may be
seen men distinguished from other the rest of the populace all beneath them as much by
cruelty as by power. Thence in Tuscany and Spain Monarchs in
Tuscany in the time of the last Medicis in Spain in the time
of Philip the 5th availing employing themselves of absolute power to the purpose
of passing year after year between sleeping and waking, in bed
thence in the greater part number of the thrones of Europe may be
insanity in some shape or other may be seen established.
