Constitutional Code
Art. 23. To the announcements made, as per
Articles 5, 6, 7, and 8, the Legislature will add thereto an
announcement of the several places within the territory
of the State, at which it has it's desire that the
several groupes of branches of instruction shall be
administered: with an invitation, naming a day,
on or before which, by all persons willing to administer
such instruction in the several places in
question, such their willingness shall be signified:
adding at the same time the following particulars.
1. The terms on which, in respect of pecuniary
remuneration, they are respectively willing to render
service, mentioning the variation, if any, according
to the age of the pupil.
2. Whether they are willing, or not, to supply the
pupils with diet, food and lodging, & on what terms.
3. Whether they are able and willing to supply, out
of their own means, places in which the instruction
alone, or the instruction combined with
lodging and food diet are to be administered.
Art. 24. On receipt of answers to the announcements
so made, the Legislature will determine
whether in any and what places to make provision
at the public expence, for such places of instruction,
combined with lodging and food diet respectively:
with or without a remuneration fo the instructors.
Art. 25. In providing a remuneration for instructors,
the Legislature will be careful so as to order it, as that so
much as can be furnished at the expence of the pupils
themselves, or their respective relatives shall be
furnished: in which case, the quantum of the remuneration
received by each instructor will keep pace in exact proportion
with the success of his exertions, as indicated by the number of his pupils.
