So much for principals: now as to Agents.
First as to the People.
The same enquiry which tends then to tie obtainment obtaining of
Agents appropriate moral tends thence to the obtainment of
appropriate intellectual aptitude in their agents: they few
men qualified at the same time with inclination and accordant
intellectual power suited to the purpose of obtaining
from the for them in the aggregate the maximum of happiness.
The purpose of the Monarch is as above – not to turn to the
people, but to himself the maximum of happiness: to the people
the maximum of happiness in so far as these is at variance
with his. Agents ready and willing to apply to the intent
whatsoever to that same purpose whatsoever intellectual aptitude
they possess can never be wanting. But, those whose intellectual
aptitude could be applied to the maximization of the happiness
of the people greatest number, are not so much as looked out for – could not
if offered be received: those who are looked out for are those
who in the course of their endeavour to maximize his happiness
would not be to such a degree of the means of
keeping up the happiness of the greatest number, as to diminish
their capacity of being made subordinate to his happiness, for
example by diminishing their power of finding wherewithal to
pay the pecuniary contribution required at their hands, those who should
be incapable of preventing at the hands of the people such a degree
of resistance to legalized depredation and oppression in other shapes
as would produce disturbance to his repose. But by himself
intellectually weak, and not knowing whether to reach for good advice,
a Monarch will be at all times be liable and likely to choose
such Agents as are not able not willing to contribute to
the maximization of the happiness of the people, but unable so
far to contribute to his sinister happiness as to preserve his care for
disturbance by resistance experienced or apprehended.
