Constitutional Code.

Art. 12. For ordinary service official service, care
will be taken to allott in a pecuniary shape no other
remuneration than the least quantity which, in
return or the power destruction and pecuniary
if any in a pecniary adhere shape are inherent in or attached to the situation a person
aptly qualified for the service belonging to the Office as per §. 12
is willing to accept: and if instead of receiving
he is willing to give money for the Office with its duties it is
so much the better: and the presumption of his aptitude his presumable aptitude is so much the
greater and the presumption
in favour of it so much

Art. 13. By ordinary service understand that which by
his acceptance given to the situation the Locatee has to stands bound himself to render
to the community at large, under the direction of the Government.

Art. 14. For minimizing the quantity quantities of the remuneration
attached in a pecuniary shape to official service
in this department, and at the same time in the instance of each situation office taking whatever
chances there may be for of obtaining money in return
for it the nature of things affords but one mode and
that is that which in a commercial sense
is stiled denominated known by the name of auction. In the Applied to this purpose
it is stiled The Office - Auction. or State Auction

Art. 15. The mode of bidding is as follows. A Salary, payable
or Official Pay Auction or Official Frugality Economy Auction
in manner and on conditions mentioned, is stated as being standing attached
is – Frugality Economy Auction

Art. 15. Of the best highest bidding in the auction the effect
is on this occasion as follows. If the best bidder is located, he
pays at the time on signing the instrument of location
by which he is located, he, either in one case, that is therein
declares himself bound to perform the duties belonging to it
at the price therein for such reduced salary as is therein mentioned, or in the other
case pays down into the hands of the Locating functionary
for the use of the public the full sum offered by him: full salary the periodically
renewable pay originally attached to the official situation, remaining in this case attached to it.
