Constitutional Code
Rationale
1 As to appropriate moral aptitude. This consists in, and is exists in proportion
to the desire and endeavour to contribute to the maximization of the happiness
of the people.
Of this branch element of aptitude, the people, as such, possess the
maximum. Each one desires his own happiness on all occasions
and above all things. Each one, it is true with extremely exceptions
too few to be worth taking into account few exceptions would sacrifice the will in case of competition
sacrifice the to his own happiness the happiness of others in any
number and to any account. But any such sacrifice
to a certain degree, on condition of choosing concurring in the choice of apt Agents, each in
one the character of directors of the conduct of all may see his own happiness secured to a degree much
beyond that any to which he could of himself secured it: and
this condition few if any in the present state of European civilized society, are so weak as not to be content and desirous
to submitt to. In so far as what he does tends contributes it to his own happiness
without diminishing or obstructing the happiness of others, he generally speaking⊞ ⊞ experiences not on the part of those others any obstruction to such his endeavours.
Of this same branch of appropriate aptitude the minimum
is that and nothing more, is that proportion which by every Monarch as such is known to be possessed.
In this power he always at all times sees it to be to
sacrifice to a vast extent to his own means of expected happiness, the means of happiness together with
the happiness of all over whom he rules. his rule extends.
