is withheld,
a negative, a veto is
exercised.

sanction.
But a counterforce
to supreme operative
rulers force, Monarchs
more particularly, this
is essentially inapplicable.
Always is is an
instrument in their
hands: never can it be
a counterforce to them:
instead of applying restriction,
it gives facility
to misrule.

excluded. As a separate

In effect, it has been
already touched upon.
Factitious honor is a
counterfeit substitute
for money: coincidence
general; difference
inconsiderable.
Both procure spontaneous
services: factitious
honor some
which money will
not reach.
