Advantages from looking
to power before
will – the less the power
you have to contend
with, the less difficulty
in dealing with
the will.
Thus as above. Power
perpetual, small the
quantity that by encrease
in intensity,
and exent may & will
be despotism. Power
short, in intensity &
extent it may be made
absolute, without sw
swelling into despotism
and with little danger
of its so doing. Witness
Dictators.

Note 1. To establish
security, lawgivers
must establish insecurity:
viz. as against
rulers.
2. Without this risk,
no security against
foreign enemies or
unimpowered malefactors.
3. By badness of other
Governments, each is
prevented from making
his own so
good as it might be.

mischief, Standing
Armies. In the strength
of foreign armies, rulers
of each State find
a pretence for assuming
the like instrument
of strength, and
subjects an inducemt.
