attached.
By one invested with
office, situation is
filled.

scale.

of person's subject inapplicable

4. Fewness or multitude of sharers, if

6. Absence or weakness
of counterforces.
7. Quality Adduced and extent of classes of acts capable of being
operated upon in the
way of mandate, or prohibition
and the respective revocations
or abstinences.
8. Quantity and quality
of evil capable of being
attached to want of obsequiousness
to such enactments
in the character of
punishment or of compensation
to parties aggrieved
by such disobedience.
