supreme operative
power in highest
grade, fractionization to
each of divers individuals
or bodies or both a part.

Were power to this extinct
integral in this grade, people's
constitutive power
would be an insufficient
counterforce
after one year's possession
of absolute power; little difficulty the second:
less the third, and so
on: will increasing from
the locating power w.d
continue operating: stronger
and stronger the
vis intertia.

Ulterior reason in
this grade.
In a community, numerous
enough for self
defence, operative power
undivided, if constitutive
the members would be so numerous,
each one's share
would be so numerous
each one's share would be so small as to be almost
valueless: by loss of
time, and expence of
journeys to and fro, and
demurrage, remotely
situated constituents w.d
stand excluded: thereby
subject to the uncontrouled
dominion of
the near ones.

the most apt sent set of
constituents & operatives:
why, for the other, a less
apt.o

Sole answer. If for both
branches, there be but
one set, this of that set
acts to universal
interest: remedy, none:
to one set the penali-
civil branch,
then if the power be
ill-conducted, remedy
may be applied by the
constitutive ds

bestowed undistinguishingly
