Ch. False Securities for Moral Aptitude
Division into Chambers, two or more.

14.
Complication – its cause.
1. Views indistinct and
limited: seen the particular
possible evil: not
seen the general state of
things by which it is rendered
inefficient.
Unavoidable this imperfection
at first
experience young.
As attention, aided by experienced
& the
-zation principle applies
itself to the subject more
and more closely, the
views become more and
more compleat, correct
and clear, useless matter
is cast out; conciseness
and transparency take
the place of diffuseness & turbidness.

14*
Class the modes and
instances of mischievous
complication. Examples.
1. Stages of Election.
2. Do. of progress for a law.
3. Causes of exclusion for
an Elector.
4. Do. for a Witness.
5. Do. for a Candidate
for useful instruction.

15.
Seats of authority through
which a measure must
pass the more places
at which sinister interest
may retard or deteriorate
it the more.

16.
Under a corrupt form
of Government, having
for its end in view sinister
interest, places of
stoppage may incidentally
be of use: why –
measure sinister,

16.
members negligent, and
postponing this occupation
to all other interested &
pleasurable ones, the more
places at which stoppage
may be made, the better
the chance that some
idler who wd. not have
opposed the measure a
first day, will a second.

17.
Causes of such division
what.
A. 1. Fear of evil from
precipitation.
2. Authority-begotten prejudice.

18.
2. Danger from precipitation
– is it a sufficient
warrant?
A. No. To every measure
apply
1. Evil of delay.
2. Evil of complication.
To view or none the good.
in each case, points that
must be established in
the net result is proved
to be good.
1. Measure, had it been carried
into effect, pernicious.
2. But for the second
chamber it wd. have
passed.
Note that, trusting to the
second chamber where
there are two, many by
one consideration of other,
postpone to the second the opposition which,
had there been but one, wd.
have been made in that.

19.
If the Members in the second
chamber be in a certain ratio less than
those in the first, a measure
may be thrown out by a
minority of the
of both. Try this on the U.S.
Congress Members.

20.
Cause 2. Imitative principle
– authority-begotten
prejudice. Abstraction
made of examination
as to the aptest means for
accomplishment of the
only apt end, sole source
of action, observation of
course already taken, &
consequent endeavour
to pursue it.

21.
Thus in the present case.
A new government being
to be formed Chambers
how many shall there
be? Answer. In so many
states, existing number
two: in others, even
more: conclusion, establish
two at least.

22.
In U.S. in formation of
Congress Constitution, example
of England would
naturally be regarded as
sufficient warrant for
a second Chamber.
True in the English Second
Chamber, evils could
not but be recognized in
abundance. But what was
natural, they were ascribed
solely to the sinister
interest of the Locator, and
the do. attached to the privileges
of the Members, and
the utter absence of all
dislocative power, in
relation to them.
