Responsibility universal.
Position. Greatest happiness
principle requires
every operative
without exception, to
be compleatly responsible
to people as Constituents.

Exposition.

viz. in favor of any
functionary: the Chief
in particular.

Reasons.
1. Irresponsible, he
would be despotic.
Unlimited power of
injury is do. of punishment:
thence,
(through extortion) of
reward, thence of effective
mandate and
prohibition.

Of all others, functionaries
included, the
dislocability, even if
real, would not suffice
to paralyze that
despotism. Instrumt
sufficient to do evil
to any amount wd
never be wanting.
