§.1. Need fir such Securities.

In Operatives are all
propensities inherent
in man.
2.
In man, generally
predominant self-preference
is universal:
proof the existence
of the species.

Self preference, preference
of each one's interest
to all others:
his own interest that
which at the moment
of action presents itself
as such at the expence,
i.e. to sacrifice
of all others.

In a functionary, he
being trusted for public,
this the sinister
sacrifice.
5.
By being so natural,
it is not the less pernicious:
no exertion that
lessens the amount of
it can be too great.
