apart, in Spain the
matter is too abundant
Per Constitution, in King
all the patronage. To
him looks all hope:
also all fear as to loss
of the objects of such
hope.

and valuable offices in
Spanish America be
filled.

old and perpetually
resented grievance.

Then in Spain must
the choice be made,
without appropriate
information as to
character: except such
Creoles as may have
come to Spain.

As to information, judgment
and active talent,
the fittest will
naturally be those deputed
to the Cortes.
