Suppositions on which
when in private life
power of dislocating Agent
is refused to principal.
1. In principal, mental
infirmity.
2. In do., deficiency in
moral aptitude as where
a man's property is placed
in the hands of Trustees
to pay his Creditors.

By this division and
distribution of the power
the will is operated upon:
the functionary whose desire
it is to continue in
or after removal returns
to his situation sees it
his interest to place
himself in the good opinion
and will of the
possessors of the correspondent
locative power.
Thus is his individual
interest brought into accordance
with universal do.

Either this junction is
effected, i.e. functionary's
individual interest brot.
into complete accordance
with the universal interest,
and thence with his share
in do., or all expedients
employed for causing his
conduct to be directed to
the only right and proper
end of Government, fact,
fact to whatsoever individual
occasion, purpose:
whatsoever be the sort of inducement
employed: viz.
punitory or remuneratory

to deal with him, so as
to force his individual into
accordance with the
universal interest
2. the less easy will it be
to him to find the necessary
accomplices for the
sinister sacrifice

him will be his dependence
on those whose interest
is the universal
interest.

aptitude of application of
the only force employable
as a counterforce to that
of the possessors of the
supreme operative: viz.
that of the Tribunal of
Public opinion composed
of all those whose
interest composes the
universal interest: possessors
of the constitutive power
included.

this: in the aggregate
composed of rulers

In the character of unimmediately
opeating
Legislators are those
whose interest composes
the universal interest,
brought to view above:
here, in that of Judges.
In neither character is
their power susceptible
of abuse: thus employing
their power for the most
effectual advancement
of their own interest is
not abuse but use,
the very thing desirable.

Effect of the counterforce
when employed
to most advantage, appeal
from supreme operatives
to do. constitutives:
appeal, without
formality, delay, vexation,
or expence.

Even in the very sink
of corruption, all functionaries
corrupt, reduced
so of necessity by
the form of Government,
this tribunal, though fictitious,
is not without
force. By this force has
been averted all evil
that yet remains undone.
Kin so pestitential
an atmosphere, in
which what is called religion
has its intended
effect, and popular
general understanding,
and will labour under
the desired prostration
of strength, so much good
is produced by this
