Constitut. Code

1.
I. Nature of rule.
In a Constitutional Code
Rule is exercise of power
over all those whose
interests compose the
universal interest in
the community in question.

2.
II. Object or end in view.
Rulers being sentient &
intelligent beings
greatest happiness of
sensible beings – some one or
more.

3.
III. Means or say Instruments.
1. Force, viz. physical
applied to physical
subject.
2. Intimidation: force,
prospect of pain applied
to mind.
3. Remuneration: prospect
of pleasure applied
to mind.
Incorporeal instruments
these.

4.
Mostly to negative acts
are force and intimidation
applicable: for
of negative acts exercisible
and of pain
producible, the quantity
is infinite.
to positive acts, remuneration:
for of positive
acts exercisible, and pleasure
producible by Government,
the quantity
is finite: of pleasure
confined within narrow
limits. On particular
occasions, which
is applicable with most
advantage is an enquiry
not belonging to this place.

Taken by itself, consequences
out of the question,
all rule is evil: evil
being its necessary means
1. Force is manifestly
evil.
2. Intimidation still
more so.

3. Remuneration not
quite so manifestly; yet
incontestably. Not without
force and intimidation
can the matter of reward,
the instrument
of remuneration in a
quantity approaching to
adequate, be obtained by
rulers.

7.
Nowhere unless in a
democracy can the incontestableness
of the
connection of remuneration
with force and remuneration,
or the limitedness
of the utmost
quantity of the matter
of reward obtainable by
Government be sufficient.
As fast as obtained
and faster it is disposed
of: as if like manner
it dropped from
the clouds.

Never sufficiently understood
then by a ruler
every halfpenny given
but for service or beyond
what the service might
be had for, is the gift
of depredation: giver, a
depredator: he who
lends it, an accessary
before or after the fact:
an accomplice.

Rule though an evil
is a necessary one. Without
it, neither could
the species have arrived
to its present state in
respect of quantity of
population and
of happiness: nor continue
in existence.

10.
Objects of this work,
minimizing the evil,
as well as maximizing
the good. Proceed therefore
to good Rule.
