Constitut. Code

15.
Applied in this case by
the laws and Institutions
is in this case the corruptive
influence
: i.e. by the
commonly unknown or
unnoticed authors.
Dear, in this case, it
may be imaged how
to Corruptors and Corrupted,
are these laws and
institutions.

16.
In this not commonly
extensive is complaint
of corruption: scarce
suspected serious mischief
from such a source.
Taught as early as any
thing veneration and confidence
for these objects:
sooner will a sufferer
find the cause of his
sufferings nowhere
than there.

17.
Infinitely greater, however,
is the mischief
in this case than in
that of personal corruption.
Greater because
remediless. Be the state
of things confessedly ever
so mischievous, no
man who gains by it being
blamed for it, no man
feels any inducement to
concurr in remedying it.

18.
Not that there is one
of them that is not blameworthy.
The system being
but a fictitious entity –
they the only determinate
persons concerned, they
are corruptors & corrupted:
self corruptors.

19.
Thus remediless, corruption
is at the pinnacle
of perfection.

20.
The greater the extent to
which corruption in this
shape has place, the more
conclusively probative
the circumstantial evidence
that they are conscious
of the evil, and
that being supporters, they
are for the time being the
authors of it.

21.
Corruption is in this
case single seated: botannically
speaking Monoecious-persons
each
corruptor and corrupted
self corrupted.

22
Example. Admiralty
Droits.
Most constantly and
universally tempting fruit
of corruption, depredation.
Source of the corruptive
depredation, war: in
particular do. commercial
without previous
declaration. Arch-depredators
King and Judge:
means of conveying the
plunder into their hands,
Judge made law made
by former, confirmed &
acted upon by present
Judges. Self corruptors,
King, Judge, Concurring
Cabinet Ministry, and
conniving Parliament.
Had a declaration of
war

22 Contind.
war produced the capture, King by Statute
stood precluded from
all share. By judgmt.
having force of law pronounced
by Judges appointed
by himself
King had been endowed
with all captures
made antecedently
to declaration of war.
Capturing without antecedent
declaration of
war is per international
law piracy. To obtain
this booty, King
& Co. commenced the
war thus piratically:
value of booty 17. Millions.
Would they say, the acquiring
this booty was
not an inducement
to make the war and
commence it thus?
As well might a highwayman
who robs passengers of money,
say the acquisition of
it was not the inducement
to what he did.
To render credence capable
of being given to
the assertion, without
absurdity, indispensably
necessary, was he abstaining
from taking
the money.
