In a Representative
Democracy, suppose in
the Chief, an expectation
of depredation etc. sufficient
for the existence
of the desire: in U. S.
for example the President:
Place of the desired
sinister power, a territory
of those subject to U.S.
Laying Senate out of the
case, no such power could
he have without
majority in Congress. By no
such majority, supposing
it gained by him,
could the effect be
produced without their
continuing in office
longer than two years.
That ended, the Electors,
not having any participation
in the plunder,
would not reelect
any of the pretended
depredators. The depredation
scheme would
not be effectible without
a war: in the
burthen of the war, they
would all share: in
the benefit at the upmost
comparatively few.
By war, each one's share
in the Universal Interest
would be detrimented
those whose sinister
interest could be
promoted by it to a greater
amount, would be
comparatively few.
