and vengeance
and with continually
reincreasing power
for the accomplishment
of it.

Here enumerated as
delineated are all
the sources of waste
and corruption.
Dry them up all,
you may do so with
comparatively small
sacrifice of existing
possessions and expectations.
Keep any one
to produce the same
retrenchment you
must make sacrifice
to the same amount,
elsewhere, at the expence
of existing possessions
and expectations.

II. Revolution. To show
its inefficiency as
a remedy, few words
necessary.
Unremoved in part
or in whole remains
the cause of the evil,
the power of doing it.
The cause is in the
nature of all men,
not in the one man
who is King. Be he
who he may, no reason
is there for expecting
that his successor,
be he who he may,
would, in this respect
be better.

a remedy, by no one
by whom Revolution has
been hinted at can it
really have been viewed.
Nothing this but a trick
of Oratory, to get credit for
probity and courage.

remedy can no more
be applied than by

As well thinking of extirpating
the evil of the
Inquisition by changing
the Inquisition: as of
the Press licensing system
by changing the Licence.

Think not that because
after the Revolution
in 1688, it has
taken up 134. to bring
the sinister sacrifice
to its present pitch,
it would take up the
same time to reproduce
the quantity of evil
removed by a second
Revolution now.
Suppose all the sources
of waste dried up,
the quantity of expenditure
necessitated by moral
obligation, by regard for
greatest happiness wd.
supply a fund of corruptive
influence
sufficient to restore
in a few years as
much waste as had
been defalcated.
