§. 3 Obstacle Ruler's interest

11.
1. Moral do. of the sinister
interest, the tendency,
and, unless in so far as
effectually counteracted,
the effect, is to destroy it
altogether.
By appropriate moral
aptitude, is meant disposition
to promote universal
interest to the sacrifice
of all others: of
ruler's situation, the tendency
is, to dispose them,
as they are enabled, to
sacrifice to their own, the
universal interest.

Note that in so far as
this moral aptitude is
absent, by extra do. is other
shapes, aggregate do. is not
encreased, but diminished.

Effect of this situation as
to the means employed
as per §.2. for the accompliment
of the all-embracing
proper end, by encreasing
ruler's appropriate aptitude.
1. For moral do., minimize
their power of doing
evil says universal
interest: maximize it,
says sinister interest.

2. In diminishing power
of doing evil, minimize

and money's worth in
particular, in functionaries

has place, such is the result.

4. As to reward –
Without proof of service
as adequate as of delinquency
in case of punishment,
reward none
says universal interest.
Give it without limit,
and without need of any
proof: give it even without
obligation of service
says sinister interest.

So as to intellectual &
active aptitude jointly
considered.
1. Throughout the whole field
of office, establish the most
appropriate tests, says universal
interest. Establish
none, says sinister interest.
By tests, many I
would wish to serve wd.
be excluded: the rest
loaded with obligations,
by which the value of
the situation would be
diminished. With reference
to my purposes alone
care I for aptitude.

2. Of each test maximize
the efficiency and the extent
to which it is applied:
minimize it, if tests
