For removing or surmounting
the obstacles,
first step was, ascertaining
their existence and
cause, viz. universal
prevalence of sinister
interest in rulers.
1. From this theory, follows
practical rule minimize
Confidence
. Such
the advice of the framers
of this – minimize
confidence in us and
successors.

2. Antagonizing rule,
withhold no necessary
power.
3. Against abuse, apt
security not partial
impotence, but universal
and absolute
dependence and responsibility.

Dependence referrs
more particular to
dislocability: responsibility,
to punibility.
But both being indispensable causes
and modes of subordination,
their operations
are, to a great
extent, indistinguishably
blended.

Thus dependent
1. On Constitutive, legislative.
2. On Legislative, Executive,
including Administrative
and Judiciary and Sub-legislative.

3. In each Department, on
supreme functionary all
the others, all down the
chain: on the immediate
supreme superior, each immediate
superior inferior, so far as
is consistent with the
dependence of all the
supreme.
In every case but that
of the judiciary, the dependence
absolute, no
restriction being applied
to dislocation.
In the judiciary alone
modified: viz. by the obligation
of rendering the exercise
of the dislocative
power subject to judicial
decision.

In an absolute Monarchy,
the form of Government
is considered perfect,
in proportion as this
dependence is absolute
and all-embracing.
Show who can, whether
reason for being content
with such dependence
is less in the case where
the dependence is of the
ruling few on the all
or as to to all as
the unchangeable parts
of the condition of human
nature admitts of.

division of power, beyond
absolute necessity.

almost sole difficulty,
reconciling maximization
