Art. 2. (a) [power] Individually taken, the members of the
Supreme Constitutive body are subjects: subjects to the Supreme
Legislative, and to all the several authorities thereto subordinate.
Collectively taken, they constitute the (as per
Ch. III.) the Sovereign an authority – the Sovereign
body: each member taking his share in the
exercise of its power; namely, by the act of giving his vote.
