namely in the endeavour which to the extent in question is employed to up the hands
if deprive the community of whatever benefit keep power

made included: unless some special reservation for
that purpose is made: to keep power out of the
hands of the community whatsoever benefit it might could
have received no otherwise receive than from the of the power so excluded.
