1. to King's power, limits
being set by Lord's share,
and do. of such others
as have at command seats
in other branch of the
Sovereign Assembly, object
and effect of the partnership
is depredation
on partnership account.
2. Of the inferior part of
the partnership, two sets:
one in possession of the
field of depredation –
the Tories, Ins, Ministerialists
&c.: the other in
Expectancy – Whigs, Outs,
Opposition; by themselves
ranked as Liberals, because
opposed to serviles.
3. Hopeless of success but
with people's assistance,
they are forced to pretend
sympathy with do. and
to a certain degree to
oppose the depredation
and oppression of the Ins.
4. But, no further is this
opposition carried, than
as it appears conducive
to the forcing the Ins, by
resignation to leaves fear of the people, to resign
and thus have room for the outs.
If in, they give, to depredation,
whatsoever permanence
and encrease
seems possible.

5. Thus are they enemies
of the people not less
irreconcileable than
the others.

Object Their object was – to establish French
Monarch in exercise
of depredation and oppression,
that they might
be secure in theirs.
7. In Russian and
Russian Monarchies,
see the Government
which the desires, interests
and endeavours,
added to the power of a King of England had
been tend to substitute in
England. So those of his inferior partners,
rather than join
in substituting the only
good Government:
and thus forego all share
in depredation.
8. In French Monarchy
see the nearest approach
which, in France fear of the people
of France and England would suffer English
Monarch to make to
Russian and Prussian
forms. Fundamental
principle – in the people
no right but at the ever
changeable will of Monarch.

9. Accordant with this
principle are divers aphorisms
of the English
Lawyers. But, by the need
they have sometimes
thought they had of the
assistance of he people,
for their security, have
been an added others,
favorable to generate security.
Hence, the imaginary
Constitution of England
is a tissue of contradictions.
