§ Essential and
Inessential circumstances
38.
Corruption not embraced
completely, as well
or better, not at all: so
long as in any shape it
is unprovided against,
to that shape it will betake
itself and operate
with effect.
39.
Circumstances not necessary,
to the rendering
the effect, aimed at by
systematic corruption,
consummate.
I. Corruptor & Corruptee
thre different persons.
1. Receiving hand, the Corruptee's.
2. Administering hand
the Corruptor's, by whom
is reaped the benefit of
the sinister effect.
3. Receipt of sinister benefit
by any hand.
4. Contract, engaging to
confer the sinister benefit.
⊞ 5. On the part of corruptionists,
consciousness or non consciousness
of to parts they respectively as above.
bear in the production
of the sinister effect.
6. On the part of Corruptor
General, endeavour or
even wish, to see the effect
take place.
40.
Sufficient for the production
of the sinister effect
to such extent as to
maximize misrule, i.e.
extortion, depredation
and oppression and dissipation by rulers,
is general expectation,
having for it's ground
the observation of the
direction constantly taken
by the good things
in the gift of the Corruptor
General.
For the prevention of
misrule thus produced by
corruption, prohibition
and punishment being
inapplicable are utterly without
effect.
