§. [Dislocative universal why.]
Corruption analyzed.

1.
Definition. Corruption
is where, by means of
benefit to himself, functionary
is made to violate trust.

2.
Points or heads considered.

1. Sinister effect of Corruption
– suffering of the
many, through misrule,
in one or more of it's
branches: viz. depredation,
oppression and dissipation.

2. Instrument of corruption,
the sinister private
benefit received from
the corruption.

3. Corruptor, the party
by whose situation, in
respect of power, the instrument
is held up to
expectation.

4. Corruptee the party,
who, by expectation or receipt
of an instrument
of corruption, is made
to contribute to the sinister
effect.

5. Sinister service – the
act by which assistance
is given to the system
of misrule.

6. Corrupting hand – hand
by which the sinister benefit
is immediately applied
or held up to expectation:
it may be the
Corruptor's, or any other's.

7. Receiving hand – the
hand by which, in case of
receipt as well as expectation,
the sinister benefit
is received: it may
be the Corruptee's, or
any other.

8. Relative time of the
receipt, if any, of the sinister
benefit. It may be
anterior or posterior, or
anterior to that of the
sinister service. See Motive
of inducement.

9. Sinister or Corruptive
inducement, namely to
render the sinister service.
It may be –
1. Expectation of the sinister
benefit.
2. Gratitude for the receipt.
3. Fear of reproach of
ingratitude, or perfidy
in case of he not rendering
the sinister service.

10. Receipt or non receipt
of the sinister benefit.
Where the sinister inducement
or is expectation
the sinister effect may
be produced as well
without the receipt as
with.

11. Number of the Seats
of corruption in the
case in question, dives
or one only: divers, in
a case where there are
Corruptors & Corruptees.

12. Self corruption the
cause by which the
sinister effect is produced
in the case where
Corruptor & Corruptee
are the same person,
he is determined by
the sinister or corruptive
inducement, and receives
the sinister private
benefit.

13. Corruptionists: i.e.
Corruptor, Corruptee,
and their partners
and accomplices:
all who have any
share in the production
of the sinister
effect, or in the reaping
of the sinister benefit.

14. On the part of a
corruptionist of any
of these several descriptions,
consciousness
or non-consciousness
of the part he
bears in the production
of the sinister effect.

15. Possible instrument
or matter of corruption,
the matter of good in
all it's several modifications.

16. Actual instrument
of corruption that portion
of the matter of good
which, in the individual
case in question,
by the expectation or
receipt of it operates
as such.

17. Corruption fund.
Of the possible instrumts.
of corruption, that portion
from which, in the
community in question,
actual instruments of
corruption are furnished
in the several individual
cases. In every
State, the whole aggregate
of the good things, power
&c., as well as emolumt.
in a pecuniary shape
attached to the whole of
the official Establishment,
forms the principal
part but not the whole,
of the Corruption fund.

18. Corrupt Government:
every Government, which
for it's continuance in it's
present form, depends upon
the influence of the
matter of corruption on the
conduct of the governors
or the governed, or both.
